Official Rules

1. NO PURCHASE NECESSARY.  A PURCHASE WILL NOT INCREASE YOUR CHANCE OF WINNING.

1. PROMOTION OVERVIEW:  The 2017 Laredo Hospitality Road to Riches Promotion (the “Promotion”) is sponsored by Laredo Hospitality Management, LLC, Illinois Gaming Investors, LLC d/b/a Prairie State Gaming (“Prairie State Gaming”), and Gold Rush Amusements, Inc. (“Gold Rush”) (“Sponsors”).  The Promotion will be available at all participating gaming cafes/restaurants that operate in Illinois under the ownership and management of Laredo Hospitality Management, LLC under the names Stella’s Place and Shelby’s (the “Gaming Cafes”) (There are currently 52 participating locations; however, this number could increase to no more than 56.)     Each participating Gaming Café will have road maps (the “Road Maps”) available for distribution on a first come, first served/requested basis to those who meet the eligibility requirements set forth in Rule 3 below.  Road Maps will be available to be distributed across all participating Gaming Cafés.  Limit one Road Map per person, while supplies last.  You must have a Road Map to participate in the Promotion.  The Road Map contains “stops” along the “road” that must be completed in a specific order by visiting a Gaming Café at a limit of once per gaming day.  The Sponsor may issue advertising materials which will allow a Participant to “skip” to Stop 5 and collect all awards for Stops 1-5.  The advertising may only be utilized by parties who have not yet reached Stop 5.  At certain stops on the Road Map, drawing entries may be awarded.  Participation can occur at any one or more participating locations.  One drawing winner will be selected by random drawing from each Gaming Café.  That winner will be a grand finale drawing finalist who could win a Ford Mustang Convertible, or a cash prize ranging from a minimum of $100 up to $2,500.  (See Rule 7 for exact prize descriptions.)  At certain stops on the Road Map, instant prizes and/or scratch cards will be awarded.  Scratch card prizes, Road Map stops and prizes are detailed in the appendix at the end of these rules.  All prizes and scratch cards limited based on availability.  The Sponsors reserve the right to limit the number of prizes awarded at each stop.   Scratch cards, prizes, entries, and game boards available only while supplies last.

1. ELIGIBILITY:  The Promotion is open to guests who are twenty-one (21) years of age or older at the time of entry, are a member of the Gaming Cafés playspinwin player rewards program*, and who are located in Illinois at the time of the participation in the Promotion (“Eligible Entrants”).  Guests may be required to show a valid identification card (either a driver’s license or state ID) with the guest’s picture, name, address and age.  Starting on Monday, October 2, 2017, Eligible Entrants at each participating Gaming Café who request and receive a Road Map shall be deemed “Participating Eligible Entrants”.  Limit one (1) Road Map (while supplies last) per Eligible Entrant.  No purchase of any kind, or gaming of any kind, is required for an Eligible Entrant to receive a Road Map, but if an Eligible Entrant is not a seated guest, such Eligible Entrant must request a Road Map from a guest service host or manager at the Gaming Café.  You must be an Eligible Entrant to receive a Road Map and you must be a Participating Eligible Entrant to participate or receive/win a gift/prize or drawing entry.  The following persons are ineligible to participate in the Promotion and/or to receive/win a gift/prize or drawing entry, even if they otherwise meet the definition of an Eligible Entrant:  employees, officers, directors, agents, successors and assignees of Laredo Hospitality Management, LLC, its parent, Prairie State Gaming, Gold Rush, their subsidiaries and affiliated companies, their advertising agencies, the Gaming Cafes, and any entities or persons involved in any way with the creation, administration or fulfillment of the Promotion, and the immediate family members (defined as spouse, parent, child, sibling, or grandparent; whether biological adoptive, step or in-law) and those living in the same household (defined as those persons whether related or not who live in the same residence as the Eligible Entrant at any time during the Promotion Period) of such employees, officers, directors, agents, successors and assignees.  Void elsewhere and wherever prohibited or restricted by law. 

*To become a playspinwin player rewards member, you must meet the requirements for the program and provide your complete name, street address (including city and state), date of birth, phone number and/or e-mail address.  There is no fee to enter the Gaming Café and no fee to register for a playspinwin player rewards membership.

1. PROMOTION DATES:  The Promotion will begin in all participating Gaming Cafes on or about October 2, 2017 at 8:00 am or at the start of the business day for each specific participating location and will end on December 16, 2017 following the completion of the grand finale drawing.  Participating Eligible Entrants may complete stops on the road map from October 2, 2017 through December 10 at 7:00 pm.  The grand finale drawing will take place at 4:00 pm on December 16, 2017.  Finalists must be present at the grand finale drawing location prior to the grand finale drawing to be eligible to participate and win.  All times for this Promotion are Central Time. 

1. LOCATION CASH WINNER AND GRAND FINALE FINALIST DRAWING DETAILS:  At certain specified stops on the Road Map, Participating Eligible Entrants may be awarded drawing entries.  Each entry must be completed by the Participating Eligible Entrant with their full name and phone number and/or e-mail address and deposited into the entry box at the Gaming Café where the entry was awarded.  No other form of entry is allowed.  All entries will remain in the entry box at the Gaming Café until the completion of the entry earning period at 7:00 pm on December 10.  Following the completion of the entry earning period, entries will be collected and taken to Laredo Hospitality Management’s corporate office.  The entries from each Gaming Café will be labeled and kept separate.  One winner will be selected from each Gaming Café and will be declared an eligible “Finalist” for the Grand Finale.  There will be approximately 52-56 unique winners chosen from the entries, one from each participating Gaming Café.  No person may have more than one entry into the Grand Finale.  (There are currently 52 participating locations; however, this number could increase to no more than 56.)  Entries become the property of the Sponsors and will not be returned.

1. GRAND FINALE FINALIST NOTIFICATION PROCEDURES:  Potential winners do not need to be present at the time of the drawing to determine the Grand Finale Finalists, but must be present to win at the Grand Finale Drawing.  Potential winners will be notified of their selection via phone and if available e-mail at the e-mail address provided on the entry slip (the “Winner Notification”), and will also be notified of the location of the Grand Finale Drawing.

1. Grand Finale Finalist Claim Process: Potential Grand Prize Finalists must come to the Gaming Café acting as the host of the Grand Finale between 2:45 p.m. and 3:45 p.m. on December 16, 2017 to register as a participant in the Grand Finale Drawing.  Each potential finalist must show a valid identification card (either a driver’s license or state ID) with the potential finalist’s picture, name, address and age.  Potential finalists may (in Sponsors’ sole discretion) may be required to complete, sign and submit a Prize Claim Form which includes a liability and publicity release, where legal, before they will be able to participate as a finalist in the Grand Finale Drawing.

1. GRAND FINALE DRAWING DETAILS:  Upon registration and checking in, prior to 3:45 pm on December 16, all participating Grand Finale finalists will choose an envelope.  The envelopes will contain a number from 1 to 56 (or less depending on the number of participating locations).  The number in that envelope will be that individual’s assigned number for all purposes.  Finalists must keep their envelope and inserted number and may not trade with any other finalist or transfer their envelope and number to any other person(s).  An equal quantity of separate numbered envelopes will be used to identify which participant wins which prize.  The prizes will be randomly chosen in the following order from a drum containing the corresponding assigned numbers of each participant who had properly registered in person.  The holder of the first number drawn will win $1,000.  The holder of the second number drawn will win $2,500.  The holder of the third number drawn will win the Grand Prize.  As each number is announced, the finalist with the matching number in their envelope must come to the drawing table to claim their prize.  All remaining finalists will win a consolation prize of $100.  All consolation prize winners must also come to the prize claim table in numerical order to claim their prize.  The Grand Prize winner will be given an option of receiving either the Ford Mustang Convertible or a $25,000 check.  If the Grand Prize winner opts for the Ford Mustang Convertible, details on how to receive the vehicle will be provided at the drawing table.

1. CONDITIONS:  All taxes on Gifts/Prizes are the sole responsibility of the winners.  The Grand Prize winner and the $2,500 and $1,000 cash winners will be required to provide tax information and will be sent an IRS Form 1099.  Road Maps are not transferable and only the person to whom the Road Map is issued can receive a stamp for any stop on the Road Map.  No substitutions of instant prizes, except by Sponsors, in the event that instant prizes become unavailable.  One Road Map per Eligible Entrant for the entire Promotion.  Sponsors are not responsible for lost or stolen Road Maps or Road Map pages.  Only original Road Maps, Road Map pages, entry forms and stamps are allowed.  No copies or reproductions allowed.  Sponsor is not responsible for lost, late, misdirected, incomplete, damaged or ineligible entries.

By participating, each Participating Eligible Entrant agrees: (a) to abide by these Official Rules and decisions of Sponsor, which shall be final and binding in all respects relating to this Promotion; (b) to release, discharge and hold harmless Sponsor, the Gaming Cafes, and affiliated agencies or entities working on this Promotion, and each of their respective parents, affiliates, subsidiaries, and advertising and promotion agencies, and the respective officers, directors, shareholders, employees, agents and representatives of the forgoing (collectively, “Released Parties”) from any and all injuries, liability, losses and damages of any kind to persons, including death, or property resulting, in whole or in part, directly or indirectly, from entrant’s participation in the Promotion or any Promotion-related activity or the acceptance, possession, use or misuse of any Prize; and (c) in the case of winners in the Grand Finale Drawing, the right to use such winner’s name, photograph, quote(s), and/or likeness for advertising, publicity and promotional purposes in any and all media, now or hereafter known, without limitation and without compensation other than the Prize awarded. By participating, entrant also agrees not to release any publicity or other materials on their own or through someone else regarding their participation in the Promotion without the prior consent of the Sponsor, which it may withhold in its sole discretion.

1. MISCELLANEOUS:  Unclaimed Road Maps will not be distributed.  In the event of a discrepancy between these Official Rules and any creative/collateral materials relating to the Promotion, these Official Rules will prevail.  Released Parties are not responsible for lost, late, incomplete, damaged, inaccurate, stolen, delayed, misdirected, undelivered, or damaged entries, or for lost, interrupted or unavailable network, server, Internet Service Provider (ISP), website, or other connections, availability or accessibility or miscommunications or failed computer, satellite, telephone or cable transmissions, lines, or technical failure or jumbled, scrambled, delayed, or misdirected transmissions or computer hardware or software malfunctions, failures or difficulties, or other errors or difficulties of any kind whether human, mechanical, electronic, computer, network, typographical, printing or otherwise relating to or in connection with the Promotion, including, without limitation, errors or difficulties which may occur in connection with the administration of the Promotion, the notification of winners, or in any Promotion-related materials.  Released Parties are also not responsible for any incorrect or inaccurate information, whether caused by site users, tampering, hacking, or by any equipment or programming associated with or utilized in the Promotion. Released Parties are not responsible for injury or damage to any person’s computer related to or resulting from participating in this Promotion. Persons who act in an unsportsmanlike or disruptive manner or who are in violation of these Official Rules, as solely determined by Sponsors, will be disqualified and all associated entries will be void. Sponsors reserve the right at its sole discretion to suspend, modify or terminate the Promotion (or portion thereof) for any or no reason, including if Sponsor determines that any portion of the Promotion is compromised for any reason, and, if terminated, at Sponsor’s discretion, Sponsors may select the potential winner(s) for the drawing(s) at issue from among all non-suspect, eligible entries received for the applicable drawing(s) prior to action taken. CAUTION: ANY ATTEMPT TO DELIBERATELY UNDERMINE THE LEGITIMATE OPERATION OF THE PROMOTION MAY BE IN VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, SPONSOR RESERVES THE RIGHT TO SEEK ANY AND ALL REMEDIES AVAILABLE FROM ANY SUCH INDIVIDUAL TO THE FULLEST EXTENT OF THE LAW, INCLUDING CRIMINAL PROSECUTION.

1. ARBITRATION:  Except where prohibited by law, as a condition of participating in this Promotion, Participating Eligible Entrants agree that (a) any and all disputes and causes of action arising out of or connected with this Promotion, or any prize awarded, shall be resolved individually, without resort to any form of class action, and exclusively by final and binding arbitration under the rules of the American Arbitration Association and held at the AAA regional office nearest the Sponsor; (b) the Federal Arbitration Act shall govern the interpretation, enforcement and all proceedings at such arbitration; and (c) judgment upon such arbitration award may be entered in any court having jurisdiction. Under no circumstances will a Participating Eligible Entrant be permitted to obtain awards for, and Participating Eligible Entrant hereby waives all rights to claim, punitive, incidental or consequential damages, or any other damages, including attorneys’ fees, other than Participating Eligible Entrant’s actual out-of-pocket expenses (i.e., costs associated with participating in this Promotion), and Participating Eligible Entrant further waives all rights to have damages multiplied or increased.

1. CHOICE OF LAW:  All issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, or the rights and obligations of entrant and Sponsor in connection with the Promotion, shall be governed by, and construed in accordance with, the substantive laws of the State of Illinois, USA.  This Promotion is subject to compliance with the Illinois Video Gaming Act, Adopted Rules, and requirements of the Illinois Gaming Board. Sponsors reserve the right to revise these rules to comply with applicable law.

REQUEST FOR WINNER’S NAMES:  For the names of the major prize winners (those with a prize value of $250 or more) (available after December 16, 2017) send a self-addressed, stamped, envelope by December 23, 2017 to: Road to Riches Promotion Winners’ List, 2800 South River Road, Suite 110, Des Plaines, IL 60018.

1. ODDS OF WINNING:   Odds of winning prizes are dependent upon participation factors, including the number of participants, the number of participants who complete each stop, and the number of chosen participants who attend the Grand Prize drawing.
