PROMOTION OVERVIEW: The Colossal Cash Climber Giveaway (the “Promotion”) will be available at participating, open and operating Stella’s Place, Shelby’s, and Dotty’s locations. These Gaming Cafes operate under the ownership and management of Illinois Café & Service Company, LLC, with video gaming sponsored by Midwest SRO, LLC. (Midwest). The Promotion starts on Monday, September 1, 2025, when such Gaming Café opens and ends on Sunday, December 28, 2025, at the end of the business day. During the promotion, there are four (4) Promotional Period Blocks, seventeen (17) weekly promotional periods, and four (4) grand prize promotional periods. Each Promotional Period Block includes four (4) or five (5) weekly Promotional Periods and one (1) Grand Prize Promotional Period. The grand prize promotional periods are defined as the entire duration of the current promotional period block from the open of business day to the end of business day.

During each Weekly Promotional Period, when a guest visits any Stella’s Place, Shelby’s, or Dotty’s location, the Promotion allows that guest to enter once every 60 minutes across all participating locations for a chance to win the current weekly promotional period prize. Unique winners for each weekly promotional period will be drawn at Illinois Café & Service Co., LLC (2800 South River Rd, Des Plaines, IL) on the day after the current weekly promotional period date. A guest may only win four (4) times during the duration of the Promotion; three (3) times during the weekly promotional periods and once during the Grand Prize Promotional Period. For the Grand Prize Promotional Period, all weekly entries from that current weekly promotional period block will be carried over, with ten (10) winners being drawn at Illinois Café & Service Co., LLC (2800 South River Rd, Des Plaines, IL).

All entries are submitted and accumulate into the current promotional week and do not carry over into any other promotional week. All weekly non-winning entries are entered into the current block’s Grand Prize Promotional period and do not accumulate over the entire promotion.

For each weekly promotional period, winners will be drawn at Illinois Café & Service Co., LLC (2800 South River Rd, Des Plaines, IL) the following business day after the weekly promotional period ends (9/8, 9/15, 9/22, 9/29, 10/6, 10/13, 10/20, 10/27, 11/3, 11/10, 11/17, 11/24, 12/1, 12/8, 12/15, 12/22, 12/29). For the grand prize promotional period blocks, winners will be drawn at Illinois Café & Service Co., LLC (2800 South River Rd, Des Plaines, IL), the following business day after the grand prize promotional period block ends (9/29, 10/27, 11/24, 12/29). Guests do not need to be present to win a prize. A good faith effort will be made to contact winners. Winners will have 14 days to claim their prize from the time they are notified. Any prizes not claimed within 14 days of the date notified will be forfeited and will not be awarded.

• ELIGIBILITY: The promotion is open only to legal residents of the state of Illinois who are twenty-one

(21) years of age or older, and a member of the PlaySpinWin program*, and who are in Illinois at the time of the participation in the Promotion (“Eligible Entrants”). The following are ineligible to participate in the Promotion and/or to win a prize, even if they otherwise meet the definition of an Eligible Entrant: employees, officers, directors, agents, successors and assignees of Illinois Café & Services Company, LLC, and Midwest SRO, LLC, and each of their parent, subsidiary and affiliated companies, its advertising agencies and any promotional companies involved in any way with the Promotion (all of the above italicized entities collectively referred to herein as

“Promotion Parties”), and the immediate family members (defined as spouse, parent, child, sibling, or

grandparent; whether biological adoptive, step or in-law) and those persons, whether related or not, living in the same residence as such employees, officers, directors, agents, successors and assignees of the Promotion Parties at any time during the Promotion. Void elsewhere and wherever prohibited or restricted by law.

*To become a PlaySpinWin member, eligible participants must provide their full name, mobile phone number, email address, valid mailing address (including city, state, and zip code), and date of birth. There is no fee to enter the Gaming Café and no fee to register for a PlaySpinWin membership.

• PROMOTION DATE: The Promotion will begin in all participating operating Gaming Cafés on Monday, September 1, 2025, when such Gaming Café opens and ends Sunday, December 28, 2025, at the end of the business day. Unique winners for each weekly promotional period will be drawn at Illinois Café & Service Co., LLC (2800 South River Rd, Des Plaines, IL) on the day after the current weekly promotional period date. A guest may only win one (1) time during the duration of the current Weekly Promotional Period. For the Grand Prize Promotional Period, all entries from that current weekly promotional period block will be carried over, with ten (10) winners being drawn at Illinois Café & Service Co., LLC (2800 South River Rd, Des Plaines, IL).
